Employees' wait gets extended, decision on DA hike may come soon

The wait for a DA (dearness allowance) increase for central government employees and pensioners has gotten longer. No decision was taken on this issue at the recent Union Cabinet meeting, leaving the DA at 58% for now.

Why is there a delay?

Typically, the January DA hike is announced by the end of March, but this time it's already April and no announcement has been made yet. Experts say this delay is due to procedure, not policy.

It is reported that DA is now approaching 60%, so the government is conducting a more thorough financial audit this time. It is also trying to align with the changes of the 8th Pay Commission, which will come into effect on January 1, 2026.

Is this delay unusual?

This is rare, but similar delays have been seen before during Pay Commission changes. Experts say the government may want to adjust payments for the new fiscal year (2026-27).

Is DA going to be frozen?

While there's some buzz on social media about a DA freeze, there hasn't been any official government statement. 

DA is a mandatory component of the salary, determined based on inflation (CPI-IW). Experts believe the hike isn't on hold, it's just delayed, and arrears will be paid starting January 2026.

How much increase is expected?

According to reports, DA could increase by 2%, taking it from 58% to 60%. The 60% level is considered significant because discussions about merging DA with basic salary begin after this level.

What is the impact on employees?

Currently, employees may feel some financial pressure, as they are working on a 2025 salary with the inflation of 2026. 

However, when the hike comes, they will receive arrears all at once. For example, an employee with a basic salary of ₹56,100 could receive arrears of approximately ₹6,700 to ₹7,000 from January to March.

However, receiving arrears at once may result in higher taxes that month, and benefits like HRA and PF may also be temporarily affected. 

Overall, the DA hike has not been frozen. 

This delay is solely related to the process and preparation for the new Pay Commission. An announcement is expected soon, providing relief to employees and pensioners.
